This was one of a number of amendments to the Democrats' national energy plan. Durbin (D-IL) proposed creating a Consumer Energy Commission to conduct a study on spikes in energy prices and how to prevent them. Progressives supported the idea as a way to help consumers and to explore the idea of market manipulation by oil companies. The idea received broad support, including all Democrats and 18 out of 49 Republicans. It passed, 69-30.
