The mammoth $393 billion defense authorization bill originally provided no guarantee that women soldiers oversees could have access to abortions. This amendment to the bill, proposed by Patty Murray (D-WA) and supported by Progressives, specifically permitted such access so long as the government did not have to pay for the procedure. Republican opposition to the measure was strong, but Democrats mustered enough votes to ensure its passage by 52 to 40.
