The president sought "fast track" negotiating authority through a bill that also established some low tariffs and duties and provided some assistance to American workers dislocated by trade agreements. Fast track gave the president the ability to forbid changes to trade agreements submitted to the Senate for approval. This "up or down" vote gave him much more control over the content of these agreements. Progressives in the Senate struggled to place restrictions on the scope of this grant of power to the president. Corzine (D-NJ) proposed an amendment, supported by Progressives, that strove to prevent trade agreements from including requirements to privatize government services. Grassley (R-IA) brought a motion to table (kill) this amendment. Progressives opposed this motion to table because they backed the amendment itself. However, the motion to table squeaked by, 49-47, and the amendment fell.
